Topic: Stuck on Neptune's Revenge

I cannot meet the win condition for the third level in the Empire campaign. I am supposed to defeat the barbarians and find the last piece of the shrine, however, the last peninsula housing barbarian structures and the last piece of the shrine is inaccessible because no military buildings are in view of mine. I cannot click anything to initiate an attack. I have tried building the castles as close as possible, from different angles, but nothing comes into view. I've tried an expedition to build a port, no space. There's a small building plot on the peninsula itself, and I can build there but I can't connect a road. Any ideas?
