In build 19 you could plop a well anywhere and get a guaranteed 66 or was it 75?) percent. Now in B21 I've seen wells go into the red! --

There were some changes to how productivity works, so you won't see the same numbers as in Build 19, but I think empty wells still are supposed to have 65% efficiency on average.
