Probably because the different versions of the Europeans add-ons. So i can not verify the game.
Looks also that you set the game to pause at start and placed several roads and buildings while the game is paused. Although this is possible i want to ask the community if you think this should be allowed?

You can get the old versions of add-ons from the git history of the wl_addons_server repo. Europeans 1.9.1 is contained in commit 96d37575c3669799e90f5a7e96870026c40b7d7e.
Not sure whether including Europeans in this tournament makes a lot of sense, the tribe's mechanics change massively every three days

Yeah in the past i thinked the europeans tribe has a huge complex economic but as i played it , it was simple ... very simple . all based on log . only the buildcost for a building have an gameplay impact in comparsion to other tribes .

This contains also v 1.9.2.1
Interestingly the addons europeans_base.wad in your link was modified by adding some files: control_setup and a windows link-file called ScreenControl.lnk.lnk . Maybe the desynchronizing happens because of that. Since no one can check those files for cheats, i will not count your time.
Probably it's better to not allow Europeans in this tournament, i will adjust the rules.

Yes, after my run i updated all installed addons, because i saw that the versions was different from the used version for the tournament run in comparsion to the newest aviable addon version.
The control_setup was only a config file for auto_click actions but, after the run i think this dont really have a inpact to the game.
It was also buggy too and need a lot time for setting the mouse actions. This idea i have originally from Discord with a conversation with TickeHD about automated AI-Training with pre-set-game starts and result query .

I have no Problem when the Europeans Tribe is no longer allowed . It also not my favor tribe but i wanted to test it.
I have a bit the feeling that the europeans tribe is overpowered in comparsion to the other tribes.
I try my next run with the atleantean.
