Pull request is up - after some discussion in the issue, we decided to go for marking individual immovables for removal rather than shifting the work area - that had too many complications attached.

But will it allow cutting down young trees?

It was decided not to allow this as it would change the game too much. But with the change in the PR you can already mark a young tree for removal and it will be the woodcutter's first target as soon as it's old enough.
