This is the problem with the word "free" having 2 meanings in English - you mean "free of charge", Vassili means "free of proprietary restrictions". In Vassili's sense, Windows is the opposite or free, because Bill Gates is very protective of his assets, and so is his organization. For example, with Windows 10, you won't have a choice whether to upgrade stuff or now, so Microsoft gets a sizeable amount of control over what gets installed on your machine from the outside. So, the user isn't free to choose, but I guess many people will just be glad if it works and leave it at that.
