While we're currently on the subject of soldiers: They're graphically represented with shields, so they should also receive one or two "shield" items.

Either a cheap shield for the barracks or one or two shields for training soldiers in defense. This would also somewhat address the Empire's military weakness.

One thing that surprises me about the Empire's training is that soldiers in the barracks require a helmet, and then in the trainingscamp in health training are trained with the same kind of helmet again. So perhaps a new ware Shield with the same production costs as the helmet to replace the helmet in the barracks might be logical and not affect balancing too much.

Although it still is a slight extra disadvantage since helmets for recruitment and helmets for training are currently interchangeable (being identical), and this would make the two ware types more purpose-bound, which matters especially in the early game.

Why not reduce the soldiers' health a bit and instead add defense training to the Colosseum and/or Arena? It wouldn't change the balance much, since defense slightly reduces enemy attack points, but the soldier also has fewer health points overall. This would still balance the fight. Perhaps we could simply omit one level of "Health." Then the costs would be identical, as we would simply substitute "helmet" for "shield" in Trainingsite. Then the Empire would have a even bigger economical distinction from the Barbarians. Defense training is generally used too rarely anyway.

I've always been OK with using the same helmet twice... OTOH if we change it to a shield, then indeed we should switch it to train defence and decrease health levels by one, making sure that the defence training is tuned to make Imperial soldiers a little stronger. They don't need to be stronger than Atlanteans, but please, they should be stronger than super-cheap Amazons. But I slightly prefer keeping it in the training camp, it just looks better to me that way. Though it would be a big gain in training efficiency if it were split 7/3 instead of 8/2.

OTOH, switching it to defence would completely mess up the food usage pattern of health training, and if defence is made stronger than health, then the shield should be more expensive too, messing up the armoursmithy programs as well... so this cascades to a pretty big change in the end. (my full marble proposal is more organic than this even if it was disliked for looking bigger...)

I can understand your preference for the training camp. However, the Colosseum would somehow make more sense. It's an expensive building that only offers two levels of evasion training. As I wrote in the other discussion, when I think of the arena or the Colosseum, I think of large-scale battles and gladiators with shields, like in the movies. So it would be nice if the defense training with shields could take place there as well. We don't have an "endurance" training course, which would also be a good fit for an arena.

We also already have an example with the Atlanteans where the training of attack and defense was split into two buildings.

For ware, I suggest an inexpensive wooden shield for recruiting respectively a slightly more expensive metal shield for training. However, it should only cost one unit of iron, unlike the Atlantean shield, which costs two units of iron.
