If you start a multiplayer internet game you are in the 'Lobby' and you will be automatically connected to an irc chat. In the bottom of the screen is a green text input field. Text entered in there will be shown to all people in the Lobby and the people in the irc channel. After starting a game, or participating a game, you can ever talk to the connected players. But those messages aren't visible in the irc chat anymore.
