In most historical societies, fishers would not just fish form the shore, but also from the water. In widelands, fish can already live off the shore, you just can't possibly fish them. I suggest to have fishers with boats that can go out on the water for, e.g. 3 fields to go fishing there. They could use the same little boats that ferries already use, so we don't need a new boatbuilder for that, just have the players build a ferry yard. For simplicity, the "fisher with boat" would probably be an upgrade level of a fishing hut staffed with a "master fisher". It would requires a worker with two pieces of equipment (ferry boat and fishing rod) and that has to be build close to the shoreline (like the existing fishing hut). Not all tribes might have it, I think it's natural for at least Frisians and Amazons but possibly other tribes as well.

That new type of building would only be available on maps that have ferries on and to avoid an imbalance if only some tribes get it, their food production rates could be adjusted down. Fishing by boat could also either be very slow (need to carry the boat out every time) or risky in some way (the fisher gets lost at sea with a certain probability) and existing maps could be edited to have very low levels of off-shore fish.

I like this idea. It mirrors what I was considering some time ago. Maybe the upgrade could be an add-on I am unsure how to go about this myself

On maps without ferries, nothing changes, so I would't change anything dramatic in the harvest rates etc so that those maps continue to work. On maps with ferries, it's effectively like having just more fish to fish for tribes that get a fishing boat. If all tribes get a fishing boat, the balance doesn't change. There will be more fish, unless you edit the map to reduce the number of fish in the water on the shore to make up for it, but fishing by boat can be slow.

If only some tribes get the boat (which I think would be cute), then fishing by boat would have to be slow. You could also slow down the farms marginally for those tribes. But fundamentally, fish will still run out (like game and unlike farms), so it's really not that much different in the mechanic than fishing is now.

It looks good on the screen, it's "cute" as a mechanic, but it's not supposed to be change the balance significantly either way.
