I have a couple of Deeper Mines that I've stopped. Instead of destroying or dismantling them I'd like to keep them around for when I have too many meals. But for the most time I have them "Stopped". When I terminate the employment of miners in those stopped mines, the workers just go to another stopped mine while there are enabled mines that also needs workers. In my opinion workers should always prioritize enabled buildings instead of stopped buildings. I think it would even make sense that when I terminate the employment of a worker in a stopped building, they would return to headquarters or a warehouse until I start it again. Or perhaps it should be a separate option. I just don't want stopped buildings (especially mines) use up all the workers I have and force me to make additional tools.

Hi lammertw and welcome to the forums :)

You can disconnect a mine from the road network to stop requesting workers. This way you don't need to stop it all.

To distribute meals to more mines you can also reduce the amount of stored meals in mines to something like two or three. I do this with every mine and also with every production site. By reducing the input wares there will be more wares in your economy which can be used by additional production sites. Two production sites produce more wares in time than one.
