Playing a game, I found the other tribes had taken over all the port spaces so there were no more port spaces to build new ports. In such situations it would be good to have the ability to attack and take over another port by sea. Perhaps this could work like so:

You start a special type of expedition but it is a naval attack on an enemy port. You load 10 soldiers into a ship and sail it to find an enemy port. When you find one, instead of building a port at that space, which you cannot since it is occupied, the special attack expedition unloads the expeditionary force beside the port, and the soldiers can then attack and take over the port. To defend against such attacks just garrison your own ports with soldiers or build towers or castles beside them to help out.

An alternative is that instead of taking over or destroying the port, they do piracy: steal contents like gold and make off in the ship back to your own port.

Just enable Naval warefare and you can attack a port:
