The workers are currently being "trained" in the warehouses. However, since I have craftsmen for the Europeans who need several tools, these are in rare cases not produced because the corresponding tools are distributed over several warehouses. In addition, you then have better control of priorities, since tools can be outsourced from the recruting center. Certain workers are suppressed and others prioritized.
