The casualties/kills don't seem to match the military strength losses. Is that because the kills/cas are in number of soldiers while the military graph is the strength in terms of levels? --

Yes, casualties/kills are counted 1 per soldier regardless of the soldier's levels, whereas military strength also counts the levels.
