Being able to play in the "no fog" modus now, things seem to become clearer face-smile.png
It is usually after a battle with some alterations of the border line, when the transportation in the AI controlled tribe(s) becomes jammed.
The AI does initially try to fix such problems by rebuilding roads, but (from watching) it has no way of discovering a traffic jam and reacts to the fact that wares become short in production sites depending on them, by building yet more sites that produce these wares. This of course adds to the traffic breakdown.
In particularly, the AI does not seem to understand the simply trick of stopping certain production sites, when their product clutters the roads.


Being no programmer, I apologize for all my suggestions that imply undue workload and for other misjudgements due to lack of expertise or relevant skills.
I am on Win32, have no means to compile, and rely on prefabricated distributions (Thanks to Tino).
