So the Balsa tree has 4 entries but the same terrain: Meadow 3 is listed as 87% in one and 27% in the other. WHAT????????!!!!!!!!!!!

Well,
In fact the amazons have 4 balsa trees. one for each type of world (summer, winter, desert and blackland), so there is one tree for summer which has the 87% growth probability on meadow 3 while the one for winter might have only 27%.

Our help is not hardcoded but extracted from the lua definition files of each map object, the 4 trees were correctly listed in the help. However as this was confusing as your post shows now(in current master) we list only the first one and ignore the rest, which does not look that much confusing but would deliver only one growth probability table as I couldn't figure a way to merge them without redesigning a lot of code.

From my perspective neither solution is ideal however as we have no other we might need to live with it, as long as nobody finds a better one.

One personal comment on your post though. Shouting in capital letters does not strengthen an argument and causes bad feelings on my side.

I'm a temperamental person by nature. And I'll shout IF I WANT TO! : ) Fortunately I also have quite a sense of humour so my tempers don't last very long.
