My second barracks and training camp have been vacant for a looong time and I have reason to believe they're not going to be filled. What's the deal with that? I know the toolsmithy does not make the tools for this worker, as the trainer uses a helmet and a spear, made by the weaponsmith and armorsmith. I have plenty of both of those hanging around... What am I missing?

Do you have a helmet and a wooden spear both in the same warehouse?

I don't believe that I did. This was eventually fixed without my intervention and the game went on to success. So I'm assuming that condition must be met before a Trainer is produced?
