I have made a bunch of proposals in the direction to make water a real ressource, but got no consensus so I guess the answerr is a no. (see https://www.widelands.org/forum/post/28211/) @mxb2001: While searching the above thread, I found you were already aware of the exact nature of water as it was completely discussed there.
