Topic: Buildings on an island are not built

I connected an island to my road network via a waterway. Even so, the buildings are not being built there.

That is correct, as ferries only ship wares and not workers.
It is made this way to prevent expansion using ferries. they are only meant to aid in wares transportation.

Ferries are only able to carry wares, not workers. So your construction site misses a builder to build the tower. Construction sites have always be connected by roads to build them and of course to fill the built building with workers.

This shortage of ferries was discussed much when ferries got implemented. The compromise of this discussion was to mention this shortage in the seafaring tutorial.

That brings me to the next point: On the Europe 1.1 map there are some large islands (Farör, Corsica, Peloponnese) that do not have a port construction site. That was also the reason why I added the waterways to the map afterwards.
